01 — CONTEXT & INVESTMENT CHALLENGE
Creating One Investment Programme Across 30 Different Buildings.
The project covered 30 public school buildings and nurseries in Berlin with diverse usage profiles, building characteristics and ageing technical systems.
Following a Europe-wide ideas competition and competitive contracting tender, the challenge was to identify viable energy-efficiency investments across individual assets and combine them within a coherent portfolio programme. The programme also needed to provide defined savings and performance obligations over the long term.
02 — TECHNICAL SCOPE & KEY MEASURES
Coordinating Building-Specific Retrofits Within a Common Framework.
A portfolio-wide energy assessment identified opportunities across energy generation and supply, district heating, heating and ventilation, lighting, drives, controls and building automation.
Selected Energy Efficiency Retrofit measures were developed according to the technical requirements of individual schools. These building-specific interventions were then coordinated within a common investment and performance framework across the 30-building portfolio.
03 — INVESTMENT APPROACH
Prioritising Measures Across Technical Performance, Economics and Risk.
Technical opportunities and alternative combinations were evaluated against energy-saving potential, CAPEX, OPEX, investment returns, lifecycle economics and investment risk.
Measures were prioritised and combined into an economically viable portfolio investment programme capable of meeting defined performance and savings requirements across different buildings.
The resulting 12-year guaranteed-savings Energy Performance Contract integrated financing, implementation and long-term performance obligations, enabling the programme to proceed without upfront capital expenditure by the public asset owner.
04 — INVESTMENT CASE & OUTCOME
Connecting Portfolio Investment with Long-Term Performance.
The programme established 20% guaranteed energy cost savings, approximately 20% lower CO₂ emissions and an annual CO₂ reduction of 925 tonnes across the 30-school portfolio.
Ongoing Energy Management and MRV assessed actual consumption and realised savings against the established contractual baselines. Relevant adjustments enabled performance to be evaluated throughout the contract period.
The portfolio structure connected individual building interventions with a common 12-year investment and performance model.
05 — ROLE OF WINFRIED HAAS
From Investment Analysis Through Delivery to Long-Term Operation.
Winfried Haas held responsibility across the full project and investment lifecycle during his tenure as Department Head and authorised signatory (Prokurist) of the ESCO.
His role included the technical energy concept and Investment Analysis across CAPEX, OPEX, profitability, lifecycle costs and Total Cost of Ownership, translating these into the decision basis for Investment Committee and Board approval.
Following approval, his responsibility continued through planning, procurement, construction supervision, commissioning and acceptance to long-term operation, Energy Management and MRV — connecting the original investment case with actual operating and economic performance.
This legacy ESCO role differs from today’s independent HAAS Perspective owner-side advisory mandate.
06 — RELEVANCE FOR OWNERS TODAY
Portfolio Strategy Requires Asset-Level Investment Discipline.
A common portfolio objective does not make every asset or intervention equally attractive. Owners need to evaluate and prioritise building-specific opportunities before combining them into a coherent capital programme.
