Stage 2 subjects the shortlisted pathways to detailed, independent evaluation. Technical, financial and Net Zero performance are tested against the owner’s actual objectives — not vendor assumptions.
HAAS compares pathways on CAPEX, OPEX, total cost of ownership, technical performance, emissions trajectory and risk, and stress-tests the business case behind the preferred option.
The result is the evidence base the Board needs to commit capital with confidence — and the baseline that Stage 3 will subsequently protect.

Protecting the approved investment decision through delivery
Board approval is only the beginning. Stage 3 provides independent owner-side assurance through planning, procurement, contract award, implementation and commissioning.
HAAS focuses on maintaining alignment with the approved Investment Pathway, including its technical and economic targets, performance requirements, Net Zero objectives, accepted risks and the owner’s long-term interests.
HAAS reviews procurement and bid documents, assesses the technical and economic implications of contract terms, proposed changes and alternatives, and participates in selected commissioning and performance tests. Design, project management, construction supervision and formal contract administration remain with the owner’s appointed parties.

Once assets are in operation, Stage 4 independently validates whether the investment pathway is achieving — and sustaining — the technical, economic and emissions outcomes it was approved to deliver.
HAAS reviews operating data supplied by the owner’s monitoring, building management, energy management and MRV systems, reconciles actual conditions against original assumptions, and distinguishes genuine performance shortfalls from changed operating conditions.
Where results fall short, HAAS identifies root causes and recommends corrective or optimisation measures, translating findings into board- and investment-committee-ready reporting.

Questions owners often ask before engaging HAAS
Does HAAS replace our existing engineers, consultants or project managers?
No. HAAS works from the owner’s perspective, independently reviewing, challenging and integrating specialist inputs. Detailed design, specialist engineering, project management and formal contract administration remain with the owner’s appointed parties.
Why involve HAAS if we already have technical and sustainability advisors?
Major Net Zero and asset renewal decisions often draw on multiple studies, strategies and specialist recommendations developed for different purposes and based on different assumptions. HAAS brings these inputs together into a coherent owner-side investment view and evaluates the resulting Investment Pathways against the owner’s objectives.
Does every engagement start with Stage 1?
The process normally begins by establishing whether the existing decision basis is sufficiently robust. Where substantial work already exists, HAAS can review and build on it rather than duplicate it.
Who makes the final investment decision?
The owner does. HAAS provides the independent assessment and evaluation required to support Asset Management, executive management and Investment Committees in making an informed capital decision.
What does Investment Delivery Assurance mean?
HAAS evaluates not only the expected performance of an Investment Pathway, but also how robust that performance remains if key assumptions change. Depending on the investment, this may include scenario analysis, sensitivity analysis and probability-based evaluation of variables such as CAPEX, OPEX, energy prices, emissions factors, utilisation, infrastructure availability and regulatory change.
What does Investment Delivery Assurance mean?
HAAS does not manage delivery. It independently assesses whether procurement, proposed changes, contractual terms and implementation remain aligned with the approved Investment Pathway and its intended outcomes.
How is actual investment performance validated?
Following implementation and commissioning, HAAS compares actual technical, economic, energy and emissions performance against the assumptions, targets and performance requirements underpinning the approved investment.
